No Child Left Behind (NCLB) and the Individuals with Disabilities Act (IDEA) both emphasize the need for measuring student outcomes and having sound rationale for educational practices. In addition, IDEA 2004 requires that every State develop and submit a State Performance Plan. In response, the Michigan Department of Education developed a special education monitoring system that went beyond simply compliance with the law to assure that students with disabilities have optimal access to learning. This system is called the "Continuous Improvement & Monitoring System" (CIMS).
The Michigan Department of Education believes that students with disabilities are general education students first and that they are full members of their school community, just like their peers without disabilities. Because of this, students with disabilities are directly impacted by the decisions made regarding curriculum, instruction, discipline, parent involvement and other school initiatives. The CIMS examines special education, general education and "whole school" processes, as they relate to students with disabilities engaging in learning.

St. Clair County RESA Parent Advisory Committee is comprised of St. Clair County parents of students with disabilities. This group provides RESA with input for the development of our county plan. In addition, this group receives information regarding the latest initiatives, trends and legal issues in special education.
